From Town Council Actions February 14, 2023, Item 10, “Heard sealed bids are now being accepted to Grade, pave, and stripe a 36 inch wide trail and access connector and parking to meet the Americans with Disabilities Act and Section 504 of the Rehabilitation Act for Accessibility Trail in Big Gem Park, 736 Fourth Street, Shenandoah, Virginia. Deadline for the sealed bids is Tuesday, February 28, 2023 at 2:00 p.m. For questions regarding the ADA Trail/Parking Paving Project or to schedule appointments for a walkover inspection, please contact the Town Manager at 540-652-8164.”
The Town of Shenandoah ADA Nature Trail was one of four projects awarded Trail Access Grants from Virginia Department of Conservation and Recreation (DCR) in December 2021. The DCR awarded $151,513 in grants for four trail projects under a new program designed to increase access to trail opportunities for people with disabilities.
The Biking/Hiking trails at Big Gem has really gained popularity over the years. The Clinton Lucas, Jr. Trail is about 1 mile single track that circles around the 68-acre park. In 2022 the town held several events at the trails, to include a Memorial Walk and three Discovery Hikes with Mara Meisel.

NOTICE OF SEALED BIDS
PAVING SERVICES FOR ADA TRAIL AND PARKING
Sealed Bids are now being accepted for the following:
Grade, pave, and stripe a 36 inch wide trail and access connector and parking to meet the Americans with Disabilities Act and Section 504 of the Rehabilitation Act for Accessibility Trail in Big Gem Park, 736 Fourth Street, Shenandoah, Virginia. Plans and specifications are available at Town Hall or by email upon request. Prior to bidding walkover site inspections are also available and encouraged. Project completion to include all billing is expected by April 2023.
Please indicate on the envelope “Big Gem Trail Project Paving Sealed Bid”. Bids must contain Name, Address, Telephone Number, copy of contractor’s license, insurance, and Amount of Bid.
Sealed bids must be returned to the Shenandoah Town Hall, 426 First Street, Shenandoah, Virginia 22849. Deadline for sealed bids will be Tuesday, February 28, 2023 at 2:00 p.m., at which time they will be opened. The Town Council will then review all bids received and reserves the right to accept or reject any or all bids.
