FUNDING RECEIVED
May 27, 1994 The Department of Game and Inland Fisheries awarded a grant to the
Town, in the amount of $45,750, to build a public boat dock and ramp. This was the beginning of our Shenandoah River Park.
October 1, 1998 The Environmental Protection Agency (EPA) awarded a
Brownfields Pilot Grant in the amount of $200,000 for an
environmental study on the Big Gem tract to detect any contamination.
May 20, 1999 The Virginia Department of Transportation awarded a Transportation Enhancement Grant (TEA-21) in the amount of $54,000 for First Street landscaping, street lamp banners and kiosk on the municipal building, as well as welcome/entry signs and a historical marker at the river.
July 19, 1999 The Virginia Department of Housing and Community Development awarded a Planning Grant in the amount of $15,000 to be used to develop a plan for revitalization and redevelopment.
January, 2000 In an unprecedented measure, the Federal Environmental Protection Agency granted Shenandoah $15,000 for use in community arbitration and leadership training. The program, the first of its kind in the nation, is to be used as a model for all Brownfield redevelopment sites in the country.
March 29, 2000 The Virginia Department of Transportation allocated $175,000 from the Recreational Access Fund to build a recreational access road at the Shenandoah Boat Landing.
April 12, 2000 The Environmental Protection Agency awarded a supplemental grant in the amount of $150,000, which increased their funding of October 1, 1998 from the original $200,000 to a total of $350,000.
June 1, 2000 The U. S. Department of Housing and Urban Development (HUD)
awarded an Economic Development Initiative Special Project Grant in the amount of $46,250 for the town to develop a Comprehensive Economic Development Strategy.
July 28, 2000 The Virginia Department of Housing and Community Development awarded a Community Development Block Grant in the amount of $800,000 to revitalize the downtown area.
March 16, 2001 Wrangler donated $3,200 toward creating a walking track in
Shenandoah. The River Park was chosen as the location and the walking trail was not completed and dedicated until June of 2010.
October 25, 2002 The Virginia Center for Innovative Technology awarded a $1,500
grant to assist with the RUS Grant Application for the Community-
Oriented Connectivity Broadband Pilot Grant Program from
the USDA-Rural Utilities Service.
March, 2003 The Town received a grant for $2,000 from the Virginia Department of Historic Resources to go toward the fee for completion of the survey work and submission of the application for designation as a Historic
District. This award went directly to our consultant, Maral Kalbian.
April 15, 2003 The Virginia Department of Forestry, and the U. S. Forest Service awarded a grant in the amount of $20,000 for the Big Gem/
Shenandoah River Rehabilitation Project. This represents a partial
award of the original request of $25,000. Part of these funds will pay for a part-time Project Manager.
July 24, 2003 The Town received the additional $5,000 of the original request from
the Virginia Department of Forestry.
September 24, 2003 The Town was awarded a Community-Oriented Connectivity Broadband Grant in the amount of $643,493 through the United States Department of Agriculture, Rural Utilities Service. This grant will be used to bring wireless, high-speed Internet service to our community and surrounding areas.
October 21, 2003 The Town was awarded additional funding for the Shenandoah
Transportation Progression Project in the amount of $45,000, from the
Virginia Department of Transportation through their Transportation
Enhancement Program. This will enable the Town to complete the
streetscape portion of their revitalization project, which includes the
installation of gateway signs on each end of Route 340 and on Route
602 as you enter Town coming off the Shenandoah River bridge, a
historical marker on the Shenandoah River near the boat landing,
banners for the street lamps, benches, trash receptacles, concrete
planters, hanging planters, an information kiosk with historical signage, and landscaping.
October 11,2000 The Town participated in a revenue-sharing project with the Virginia
June 26, 2003 Department of Transportation and Page County to replace sidewalks,
curb and gutter on specified sections throughout the Town. Over this
time period the town invested $200,000, and this amount was matched
with $200,000 from Page County. With these funds, replacement has been completed in the following areas:
1) Third Street between Pennsylvania and Maryland Avenue
2) Pennsylvania Avenue between First and Second Street
3) Pennsylvania Avenue between Seventh and Eighth Street
4) Third Street between Virginia Avenue and Denver Avenue
February 6, 2004 VF Jeans Wear/Wrangler donated $7,500 to the Town of Shenandoah to be used for the purchase of a handicap accessible gazebo for the Big Gem Park.
June 1, 2004 The Virginia Department of Forestry and the U. S. Forest Service awarded an additional grant in the amount of $20,000 for the Big Gem/Shenandoah River Rehab Project. This represents a partial award of the $25,000 requested.
November 18, 2004 The Virginia Department of Transportation (VDOT) allocated $333,250 from the Recreational Access Fund to build a recreational access road at the Big Gem Historical and Recreational Park. The project did not go to bid until 2009, and at that point the Town did not have funding for their share of the project in order to move forward. VDOT did not require the Town to repay expenditures for preliminary engineering, so $18,977.69 was retained.
February 18, 2005 The June 1, 2004 award from the Virginia Department of Forestry was increased by $5,000.
September 30, 2004- The Town received individual donations totaling $1,600 for the
April 28, 2005 purchase of picnic tables to be used at Big Gem Park.
June 1, 2005 The Virginia Department of Forestry awarded $15,000 to be used
This was the third year Shenandoah received funding, for a total of $65,000.
October 26, 2005 Christ United Methodist Church of Shenandoah donated $3,782.59 to be used to purchase an aeration system and other items to keep the water clear in the pond at Big Gem Park. This was ½ of the net proceeds from their first Silent/Live Auction.
2005 Artist Charles Overman donated a sculpture valued at $15,000, which was placed at the Big Gem Park.
2003-2005 Dr. Swallow made contributions totaling $3,000 to be used for Parks & Recreation/Big Gem.
November 15, 2006 Christ United Methodist Church of Shenandoah donated $7,194.21 for a pocket park on First Street across from the Town Hall. A Town Flag with the official town logo, the Virginia Flag and the United States Flag, along with the poles, were placed in the park. Concrete and a wooden rail fence were installed to provide an area for benches. This was ½ of the net proceeds from their 2nd annual Silent/Live Auction.
November 15, 2006 LeeRoy and Shirley Tomney donated $1,000 toward construction of the building to house the model train on First Street.
October 17, 2005- R. R. Donnelly of Harrisonburg donated $4,500 toward development
November 26, 2007 of the ball fields at Big Gem Park.
2007 Clayton Hinegardner donated a 1/3 scale model of The General steam
engine, which was valued at $14,500. This was placed on First Street.
March 7, 2008 The Virginia Department of Forestry awarded $6,700 for riverbank
restoration. This included grading the river bank and planting trees.
October 30, 2008 Page County donated $1,000 to be used toward the purchase of
banners to be placed on Route 340.
December 12, 2008 Christ United Methodist Church of Shenandoah donated $6,292.64 to purchase seasonal banners to be placed on Route 340. This was ½ of the net proceeds from their 4th annual Silent/Live Auction.
January 26,2009 Page Valley Cycling received $10,000 from Bikes Belong and has
partnered with the Town of Shenandoah to put bike trails and a pump
track at Big Gem Park.
November 23, 2009 On November 23, 2009, the Town received a 2009 Kodak American Greenways Award in the amount of $1,000 to be combined with the funds donated by Wrangler in 2001 to be used for a walking trail. This segment of trail was completed in June 2010.
May 19, 2006- The Shenandoah Beautification Committee received donations and/or
December 31, 2009 held fund raisers resulting in a total of $8,441.10 in funds received during this time period.
September 10, 2008- Shenandoah Pentecostal Holiness Church donated $1,000 toward the
June 12, 2009 Skate Park, and other individuals and businesses donated combined
funds in the amount of $2,555.32. This is a grand total of $3,555.32.
February 12, 2010 The Shenandoah Women's Club donated $2,347 to build a picnic
pavilion at Big Gem Park. This amount, combined with other funds
received in the amount of $915, comes to a total of $3,262.
September 29, 2010- Tim and Becky Williams have donated $1,300 to be used for
November 9, 2010 improvements to the batting cage on Long Avenue.
September 9, 2010- Christ United Methodist Church has continued their annual Silent/
December, 2010 Live Auction, and for 2009 and 2010 funds will be going toward
building a Veteran's Memorial Park on Virginia Avenue across from the Post Office. They will be handling the funds to build the park. At this time, individuals have donated a total of $1,662.30 to the Town for the construction of the park.
